The recent rollout of VLocity trains across Victoria's regional rail network has been met with public criticism regarding the removal of onboard cafeteria and refreshment services. Long-distance commuters — including those travelling to and from Warrnambool, Bairnsdale, Swan Hill, and Albury — are now expected to complete multi-hour journeys without access to food, drinks, or basic amenities. This has created a noticeable gap in passenger satisfaction and service quality.

 

In response, we propose a modern, low-footprint solution: the installation of custom-built vending machines onboard select long-distance V/Line carriages.

These units are designed specifically for the rigours of train movement and offer both hot and cold food options, including packaged meals, soups, snacks, bottled drinks, coffee, and tea. The machines will also provide integrated wireless internet access to improve the digital experience of passengers while generating additional value for PTV.

 

Each vending module requires only 4 square metres of space — a footprint easily accommodated by removing one of the oversized and under-utilised baggage areas already present in the new carriage designs.

The machines will operate via cashless tap-and-go payment, include remote inventory monitoring, and can be stocked and maintained by our team with minimal disruption to rail operations.

 

This proposal not only restores a much-needed amenity to regional passengers, but also aligns with PTV’s goals of modernisation, innovation, and passenger comfort. With a flexible revenue-share or leasing model, the rollout poses no capital expense to the state and has the potential to improve service satisfaction, drive incremental revenue, and enhance public perception of Victoria’s rail system.

 

We seek to initiate a pilot program on the Warrnambool line in late 2025, with expansion to other routes upon review.
